Joe Jonas and Sophie Turner are reportedly mourning the loss of their puppy Waldo Picasso. Due to a New York law, the hit and run driver that killed Joe Jonas and Sophie Turner's dog, will not be charged. The couple's dog, Waldo, an Alaskan Klee Kai was struck and killed by a car in NYC. The driver did not stop. The driver can not be criminally charged because the dog is considered property making the incident an accident. They can take the driver to civil court. It is not uncommon in NYC for driver's to be unaware that they hit something and keep going.
